how to add chapter menu?

I'm learning how to use this software. I've created a project with clips from home videos. I have successfully added chapters. But I have been unable to add 'chapter menu'. I want to add a menu like the "scene selection" on a store bought DVD. My instruction manual says to add chapters, then select "generate chapter menus and link to selected button". But I don't see where to do this. The help on the software says the selection is not available on VCD - but I do not even know what VCD is. Can anyone help please?
