cannot install roxio creator plus 2010, Setup issues Error Code 000D

I purchase creator 2010 pro. Downloaded the manager and downloaded the 3 .exe files. I extracted the main .EXE with winzip and ran the setup.exe. It returns an error code 000D.

 

If I instruct the download manager to execute the file after downloading, the same happens.

 

I'm starting to think that I sould get my money back.

2. Ensure you have sufficient amount of hard drive space on the local drive (C:)

3. Click on Run --> Type %temp% --> Enter and empty the folder.

1) This is the first thing I did (several times). No joy.

2) I have enough space.

3) I emptied out the temp dir. No joy Not only this I extracted all the files with winzip and placed them in a well known place and ran the setup from that place. and again no Joy

I have WinXP SP3 with plenty of RAM, hard disk space, getting the same error.

Create a new user account with admin rights and attempt to install from this new user account.
