Is it possible to size digital photo images so that the entire image fits within the TV free screen area? If it is possible, does it eliminate being able to use pan and scan? It would seem that the image area that falls outside the TV free screen area permits the use of being able to pan across, up and in and out.

Yes, but you can separately create the slideshow part of your project with pans and zooms and then output it to video format and add it to your final production as an overlay. As an overlay, you can stretch it to fit inside the TV overscan area.
