adding panels between chapters

I am trying to add colored panels in between chapters. I've already inserted the chapters from MyDvd and it allowed me to insert panels between the first two chapters but nothing else. The last portion for some reason puts the panel at end of video?

The last portion shows up on storyline as one group panel, but there are separate chapters in there, so why can't I put panels in between those chapter.?

If you have chapters and they are not "split" into separate sections, then the program doesn't know that the separate chapters (sections) are there. Switch to story line view. You can add a colored panel at any place there is a "block". No separate blocks, then no way of adding them in between. Unless you split them.
