Simple  You must be in the Edit Movie mode. Then select the video clip or photo you want to blur. Then select Add Video Effect and select the Blur (light, medium or heavy). You have to adjust how long to blur by dragging the right edge of the blur effect

Difficult at best. If the person is not moving much then you cam put an overlay(s) to hide the face and/or other parts". If the person is moving, then it is almost impossible because you would need to put an overlay every couple of frames (30 fps) as the person moves. You can use almost anything as an overlay color panel, image or even a video.

Note, If the person/part is near the edge of the video, you may want to consider zooming in to a different part of the screen or creating a frame type overlay to hide that person/part. You can make a custom overlay this way.

To do it properly, you would need to have a professional video editing application.

...understood....didnt realize it was that involved since it seems to be so popular....easier to perform on stills and limted motion....however, the more movement the effort required to keep pace with the location of the subject and/or part of the targeted subject.

I;ll give it try....I really apprecaite the clarification.

Thank you
