Inserting Photo Onto Color Panel

Can someone please help me with the procedure to place a photo on top of a color panel so the sides on portrait. I suspect it would be necessary to insert the picture as an overlay but I can't figure out how to do that.

First of all, where are you building this project? If you are in videowave, right click on where you want the panel, choose add color panel switch to timeline, double click on the color panel, it will take you to internal tracks, open files find your picture and drag it to the overlay track. Right click on the overlay and choose edit which will bring up a window that you can make your adjustments .
