C++ Runtime Error And Unable To Load Skin

Question

Something recently happened on my computer where I can no longer run Media Capture or Videowave. The Media Capture returns a C++ Runtime Error and Videowave returns an "Unable to Load Skin". I have done the following to no success:

 

Uninstalled

Did a clean uninstall including all registry items

Added a new user and installed in another account

Performed a selective startup and tried to start Roxio and Sonic services but they remain as "stopped"

I have completed a Scan Disk and ran Malware Bytes to make sure no viruses are present

Disabled virus software and restarted

Restored my system back as far as possible.

 

I am contemplating upgrading to 2010 but afraid the problem will not be eliminated.

 

Any suggestions?
