Windows 7 doesn't need one since Windows Media Player has it built in. What version of Windows are you using? What version of Windows Media Player do you have? What DVD are you trying to play? I assume that it is a commercial disc and NOT a blu-ray disc. Have you tried other DVD discs? You downloaded the decoder but did you install it? Please post your computer specifications. Does it exceed these specifications? "Minimum System Requirements: Microsoft® Windows XP Pentium II 400 MHz Processor with MMX Extensions Bus-Mastering DVD-ROM Drive 32MB System RAM Supports a variety of VGA cards Playback of DVD disc-based media requires a DVD drive." Download and install VLC free player from here (link). Put the DVD in your drive and select to play it using VLC. You should get a message about what you want to play the DVD with. Does it work?
