Not Able To Install On Windows 7 Starter Edition

I'm trying to install Creator 2010 Special Edition onto my Netbook (HP 210 - 2090) from DVD (mapped from another computer). I ran "setup.exe" from the mapped DVD.

 

The setup program accepts my serial number but then it says that it is installing the Microsoft .NET Framework 3.5 SP1, and then fails with error number 0652.

 

It shouldn't be installing the .NET Framework 3.5 SP1 in the first place as the machine already has the "Microsoft .NET Framework 3.5.1" installed and turned on. I'm running Windows Defender for AV.

 

Things I tried:

1. Installing the Microsoft .NET framework from a Microsoft download. It just exits and gives no message.

2. Running the installation As Administrator

Get your money back. It will not run on W7 starter edition. Voice of experience.

 

Minimum requirements for OS :

Microsoft® Windows® 7 Home premium, Professional or Ultimate (32-or 64-bit), Microsoft® windows Vista™ SP2 (32- or 64-bit), Windows® XP SP3 (32- or 64-bit)
