Region Codes, Only 1 And 2?

Am submitting film to European film festival which asks for Region 0 (aka "Regionfree") or 2.

 

The file is NTSC, but Toast does allow me to choose Region 2 prior to burning (Preferences>Video>TV Settings). I presume if I select that, it will re-encode my NTSC file as PAL, which will probably result in some small drop in quality. Is there any way to burn it as Region 0 or Region Free. I see in older Toast forums, people seem to be indicating it's possible on older versions?

Toast authored DVDs are region 0. PAL is not the same as a region code. Check with the film festival if NTSC is acceptable because most PAL DVD players will play NTSC videos. If not, Toast will transcode your video to PAL if you select that in Preferences and confirm it after clicking the burn button.
