How long is the mp4 video and what are the specs that Toast describes for it? Have you tested with a different source video?

 

I've tried 2 mp4 videos (H.264, AAC, Text), one about 180mb the other about 800 mb. I also tried a 100 mb .mov video

What's happening is the encoding is stopping at 30 seconds because that is the maximum allowed by the sellers of Flip4Mac when using the free version. Toast uses their codecs for WMV processing. I believe you'll need the $49 studio version to create videos in wmv format longer than 30 seconds.
