Labels On Dvd

I have two questions.

 

Several weeks ago one of the experts on the forum advised against using sticky labels on DVDs because it is dangerous. Can you elaborate further on the risks of using them?

 

Second question: I have V2D Vista and XP only. Can the program suite be used with Windows 7 Professional running in XP Mode?
