Jabberwockxeno
I'm no hardware expert, or even close, but your GPU looks a little low end. Try recording in 720p or 480, and see if it presists.

Solution
I'm just going to go on a limb here, maybe it has to do with the capture coming in at 60Fps? When I record in 1080i at 15mbps(in a 720ps profile, I hate interlaced capture so I let the Roxio do the deinterlacing ), it works great. At 720p or 480p at 60fps, the glitches start appearing. I honestly think an option to disable the preview screen COMPLETELY would solve the problems. It's a pretty straight forward concept, no preview screen = less CPU load. If you have a problem start your own thread and stick with it. To be honest I did not want it to result in any problems what so ever. I just wanted many people to see the problem and by that it can help other people and inform people. It was more like a "spreading the word". Won't repeat the action again. Edited to get the post out of the quote.
