I'm Getting Weird (Laggy, Cloppy, Etc. ?) Marks When Recording

Whenever I record a video I get these marks on my screen. I got the Roxio GC for Christmas, and also a new TV. I recorded another video on my brother's tv and it worked fine. Now whenever I record on my tv (Apex 32 inch LCD), I get these weird marks/lines.

Are you recording to your C:\\ drive? I just switched to C and recorded a 8min vid no prob. plz reply if this helps or not so i can confirm.
