Dvd Burning Issues

I'm trying to take ProRes HQ files and make playable DVD's out of them. Auto Start and no menus. Issue is I am getting "flashes" thru out the video on the lower third of the picture.

 

Any ideas of what could be happening? I need to get this fixed asap.

Before adding to Toast convert the video to the settings I'm showing here. In that way Toast isn't doing any rescaling during its MPEG 2 encoding which should resolve most problems.
