You need to use an application capable of editing video. One that does the job is the freeware MPEG Streamclip. Alternatively if you have Toast 10 or 11 you can use it to mark the commercials for omission when Toast creates the DVD.

Add the video to the Toast Video window with DVD video selected as the format. Click the Edit button that appears to the right of the video. At the top of the window that appears click the Video tab. You should see the video with a play bar beneath it and a circle containing two triangles beneath the play bar. Move the playhead to where one of the commercials begins and then click the circle. The double triangles will be inserted at that point. Drag the right triangle to the end of the commercial. Move the playhead to the start of another commercial and repeat. The areas between the triangles will be omitted by Toast when encoding the DVD.

 

Those instructions presume you have a recent version of Easy VHS to DVD for Mac which uses Roxio Video Capture to record the analog video. If you have an older version that uses Easy VHS to DVD Capture instead then after clicking the Edit button you'll get another Edit button with launches Toast Video Player that does editing in a similar manner.
