The Program Can't Start Because D3Dx9_33.dll Is Missing

I just reinstalled Windows 8 on my system and am in the process of reinstalling all my apps. I had originally installed Easy VHS2DVD back when I had Windows 7 installed and then upgraded to Easy VHS2DVD Plus when I moved to Windows 8. Now when I run a new installation I'm getting an error message that a Directx 9 .dll is missing. Sure enough, Windows 8 doesn't have the file nor does the Easy VHS2DVD Plus media that I have. Anyone gotten around this one before?

It's on the disc and didn't install correctly. Run a repair with all programs off including antivirus/firewall software.

 

My W-8 with Easy VHS2DVD 3 Plus.
