My pc has everything needed except for the intel core 2 duo processor. I have 4 gb ram, windows 8, and I clock out at 2.4 ghz. Would it still be ok to use the HD pro? I am fine with it being a little laggy and choppy but i was just wondering if it would still work.

Even with the humorous minimum specs, that Roxio posts, you would be lucky to get the software, and RGC, to work the way you want it to. If you don't meet the minimum specs, which you are saying yours doesn't, good luck getting it to work at all.
