Internet Is To Slow To Complete Download, Help

I have tried downloading this many times now I can not do it anymore and yesterday it was 1.2 of 1.4 gig from finishing and stopped. I am very frustrated with this can someone tell me what the heck to do? And yes I have the worse internet in the world might as well be dial up. It is with ATT but the it is the lowest speed they have. ANd they want do anything about it either.
